Project Description

    The applicant is requesting a Conditional Use Permit (CUP 4831-2016) and Tract Map (TTM 4832-2016) for the development of six residential condominium units. The subject site is located at 1061 E. Phillips Boulevard, within the R-2-S zone (Low Density Multiple-Family Zone with Supplemental Overlay). The subject site is located on the north side of Phillips Blvd., east of San Antonio Avenue, south of Grand Avenue, and west of Reservoir Street. The applicant is proposing to construct six new two-story residential condominium units with two-car garages. Each unit will have enclosed private open space areas. Vehicular access into the off-street parking facilities of the project will be through a common driveway access from Phillips Blvd. The project is designed with common areas, including driveways, walkways, guest parking, and planting. This project is located in the R-2 zone with an "S" (Supplemental Overlay), which requires the applicant to obtain a conditional use permit to develop six residential units on the project site.

     The applicant is proposing to construct a total of six condominium residential dwelling units. Each unit will have an attached two-car garage. The floor plan totals 2,131 sf, which includes 492 sf of garage space and 1,639 sf of living space. The size of the six new lots are 2,860 sf (2), 3,270 sf (2), and 4,045 sf (2). All units will be two stories in height, and each unit will have private open space of 150 square feet.The applicant is proposing to provide common open space areas throughout the project, including pedestrian walkways. The remaining open space areas are spread out throughout the site and consist of landscaped open areas. The project meets the common open space requirements.

Project Description

      The applicant, WF Palladium Inc. (on behalf of Well and Fit ADHC), is requesting a Conditional Use Permit to establish an adult day care health facility serving disabled and elderly clients. The subject site sits at the intersection of Mercury Circle and Pacific Street. The proposed use is within a 12,000 square foot building on a property that is approximately 26,420 square feet in size. The applicant is proposing tenant improvements to accommodate their adult day care program operations. Well and Fit ADHC Inc. provides "a stimulating, protective environment for persons with Alzheimers Disease and other mental and physical impairments" as well as family education to assist in providing care for clients. The programs include nursing care, rehabilitation, nutrition counseling and supervision, and daily curriculum.

     The proposed adult day care program will operate Monday through Friday, between the hours of 8:00 a.m. to 2:00 p.m. The hours of operation for administration will be 8:00 a.m. to 4:00 p.m. There will be a maximum of 15 staff members working with the program and the applicant anticipates serving a maximum of 75 clients. The proposed floor plan consists of a lobby, dining area, rehab area, exam rooms, administrative offices, activity rooms, rest areas, kitchen, storage, changing rooms, and restrooms. All the program activities associated with the proposed use will take place within the building. Clients of the program will arrive by van pick up provided by Well and Fit ADHC.
