Applications now open for CARES Act Funding

 

 

On March 27, 2020, the U.S. Department of Housing and Urban Development (HUD) made available $5 billion in Community Development Block Grant Coronavirus (CDBG-CV) funds through the Corona Virus Emergency Relief and Economic Security Act (CARES Act).  Of this amount, HUD immediately allocated $2 billion for local programming.

The CARES Act also made $4 billion in Emergency Solutions Grant Coronavirus (ESG-CV) funding available to supplement FY 2020 ESG funding. Of this amount, HUD allocated $1 billion directly to states and local governments.

The City of Pomona received $1,221,892 in CDBG-CV funds and $629,131 in ESG-CV funds. This special allocation of funds is being used to prevent, prepare for, and respond to the Coronavirus Disease 2019 (“COVID-19”).

The Neighborhood Services Department is currently accepting applicationsfor the following housing and business assistance grant programs.

 "Pomona Emergency Rental/Mortgage and Utility Assistance Program” (PERMUA)

The City has allocated $750,000 in CARES Act funds from CDBG for housing-related activities. Joint funding is provided by the Pomona Compassion Fund for this effort. Over 500 Pomona households will be assisted with this effort.

The program will provide eligible applicants a one-time rental/mortgage/utilities payment assistance for impacted families of up to $1,500. Eligible applicants’ total household income must meet program income requirements at or below 80% of the area median income. The applicant may only apply for rent/mortgage/utilities assistance related to one property. Applicants must provide documentation for the proof of hardship caused by COVID-19 that renders the household unable to pay rent/mortgage/utilities. Applicants must be a resident of the City of Pomona.

Business Assistance Grant Program 

The City has committed approximately $560,000 in federal CDBG and CDBG-CV funding under the CARES Act for business stabilization grants of $5,000 per business for up to 112 eligible businesses.

Pomona Business Assistance Program (PBAP) is designed to address the adverse impacts of the novel Corona Virus (COVID-19) to the economy, including jobs and businesses.  PBAP grants will support small businesses undergoing financial hardship due to a loss or reduction in revenue directly related to COVID-19.
